§ 90.05 HABITUAL ANIMAL OFFENDER.
   It shall be unlawful to be a habitual animal offender. A HABITUAL ANIMAL OFFENDER, for the purposes of this section, is any animal owner or keeper who, within any one-year period, has violated the animal care and control regulations of this chapter three or more times. The controlling date is the date of the violation, not the date of any ticket or court order. A habitual animal offender shall have his or her animals removed and shall not be allowed to keep animals for a period of three to ten years, as determined by the Village Board.
