It shall be unlawful for any person who owns, harbors or keeps dogs or cats to permit such dogs or cats to run at-large within the municipality. Any dog or cat found upon any public street, sidewalk, alley, parkway or any unenclosed place (other than the premises or yard owned or rented by the owner of the dog or cat or owned or rented by a member of the family of the owner of the dog or cat) shall be deemed as “running at-large” unless such dog or cat is firmly held on a leash or is in an enclosed vehicle.
