§ 33.04 PLANNING ASSUMPTIONS.
   (A)   It is possible for a major disaster to occur at any time and place. In many cases, warning and implementation increase readiness; however, some emergency situations occur with little or no warning.
   (B)   A disaster may require town government to operate in a manner different from normal day-to-day routines and will create a situation where town resources are seriously overextended.
   (C)   Town Council would initiate action to activate its Emergency Operation Center (EOC).
      (1)   All responses are governed by four priorities: life safety; incident stabilization; protection of property; and protection of environment.
      (2)   The town will fully commit its resources before requesting assistance from the county and the state.
      (3)   All local, county, state, federal and mutual aid response agencies will be expected to use Incident Command System (ICS) when responding.
