§ 110.03 PEDDLER OR HAWKER TRANSIENT LICENSE.
   (A)   Each peddler or hawker shall, before conducting any business as herein defined within the corporate limits of the city, make application to the City Administrator for a transient license, which transient license, when issued, shall not be transferable. Said application shall include, but not be limited to: name and residence; picture identification; Social Security number; the number of days or the period of time he or she will be engaged in said city in the conduct of said business; the article or articles to be sold or offered for sale; the manner of conducting said employer or business that has authorized him or her to sell or offer to sell their merchandise. For said license, the hawker or peddler shall pay for said license $50 for the first three months and $25 for every three months thereafter. A peddler or hawker who has obtained a license previously from the city shall pay $25 for every three months. Residents of the city, in lieu of this transient license, may obtain a general license as set forth in § 110.04. The city shall have two business days following the day of application to process the application. False information or non-verifiable information shall be grounds, within the discretion of the city, to deny the application. The city shall also have sole discretion to deny the application of the background investigation on the applicant reveals information, whether true or not, of there being a risk to health, safety or fair business dealings to the residents of the city; provided further, that the license for sale, or soliciting or order for the sale, of milk, dairy products, vegetables, poultry, eggs and other farm and garden produce so far as the sale of the commodities named herein is now authorized by law shall be for three days, and said hawker or peddler shall pay $15 for each three-day license.
   (B)   Each hawker or peddler conducting such business within the corporate limits of the city shall comply with all the ordinances of said city which may be applicable, and shall conduct such business in a manner not offensive to the peace, morals or welfare of the people of said city, and in such a manner as not to create a nuisance; provided further, that every such peddler or hawker conducting such business must, upon demand of any person, exhibit his or her license and permit, the same to then and there be read by the person making such demand, and any such peddler or hawker who shall willfully refuse or fail to exhibit his or her license as above provided is guilty of a misdemeanor and shall be fined as provided herein.
