§ 54.09 BUILDING SEWERS AND CONNECTIONS.
   (A)   No unauthorized person shall uncover, make any connections with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the City Administrator.
   (B)   Drains for the purpose of removing sewage from premises within the city, or drains connecting to the sewer system of the city, shall be constructed and connected with the sewers only in strict compliance with the requirements of this chapter. The work shall be done only by persons who hold a valid plumber’s license, and who are under approved bonds for the full and faithful performance of the work, in the event that a request for sewer services to any person’s property necessitates the extension of sewer main service, such costs of construction, including engineering, shall be borne by the requesting party unless otherwise agreed to by the city. Each residence or business shall be separately and independently connected to the sewer main.
   (C)   The entire cost of repairing or maintaining any sewer pipe to the main including the saddle shall be paid by the property owner.
   (D)   No construction of new sewer lines or relocating or repair of any existing sewer lines connected to the main shall be done without a permit issued by the city. The permit shall be present at the job site the whole time the work is in progress, and shall be exhibited to any official of the city upon request.
   (E)   Before any work is done towards installing the building sewer, the owner or person installing the building sewer shall furnish proof to the City Administrator of the existence of an in-force surety bond covering such work in the minimum of $1,000 to indemnify said city from any loss or damage that may directly or indirectly be occasioned by said installation.
   (F)   A separate and independent building sewer shall be provided for every building except where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, court, yard, or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one building sewer.
   (G)   Old building sewers or portions thereof may be used in connection with new buildings only when they are found on examination and test by the said inspector to meet all requirements of this chapter. When old building sewers or portions thereof are used, all portions of the building sewer shall pass through or across undisturbed ground. A cesspool or septic tank filled within two years of the date of installing the building sewer and connecting it to the public sewer shall be considered as disturbed ground.
   (H)   The building sewer shall be cast iron soil pipe, ASTM Specification (Designation A-74) or equal; vitrified clay sewer pipe, ASTM Specification (Designation C13) or plastic pipe that meets State Plumbing Code standards. Any part of the building sewer that is located within ten feet of a water service pipe shall be constructed of cast iron soil pipe with leaded joints or plastic pipe that meets state standards or Schedule 80 sewer pipe.
   (I)   All joints and connections shall be made gas-tight and water-tight. Vitrified clay sewer pipe or plastic pipe that meets State standards shall be fitted with factory made Resilient Compression Joints meeting the ASTM Specifications for Vitrified Clay Pipe Joints having Resilient Properties (Designation C425).
      (1)   Before joining the pipe in the trench, the bell and spigot surface shall be wiped free of dirt or other foreign matter. A lubricant or sealer as recommended by the pipe manufacturer shall be applied to the bell and spigot mating surfaces just before they are jointed together.
      (2)   The top or one side of the spigot end shall be positioned into the bell end of the pipe previously laid and shall then be shoved home to compress the joint and to assure a tight fit between the interfaces.
      (3)   Joints for extra heavy cast iron soil pipe shall be made by inserting a roll of hemp or jute and thoroughly caulking it into place and then following with pure molten lead well caulked, not less than one inch deep. No paint, varnish or putty will be allowed in the joints until they have been tested and approved. Other jointing materials and methods may be used only by approval of the said inspector.
   (J)   The size and slope of the building sewers shall be subject to the approval of the said inspector, but in no event shall the diameter be less than four inches. No building sewer for a commercial building or a multiple dwelling shall be less than four inches in diameter. The slope of such pipe shall not be less than one-eighth inch per foot. A slope of one-fourth inch per foot shall be used whenever practical. A Y or T fitting may be installed near the building sewer for cleanout purposes.
   (K)   Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. The depth shall be sufficient to afford protection from frost. All excavations required for the installation of a building sewer shall be open trench work unless otherwise approved by the said inspector. Pipe laying and backfill shall be performed in accordance with A.S.T.M. Specification (Designation C12) except that no backfill shall be placed until the work has been inspected by the inspector or his or her representative.
   (L)   In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such drains shall be lifted by approved artificial means and discharged to the building sewer. No water operated sewage ejector shall be used.
   (M)   The connection of the building sewer into the public sewer shall be made at the Y branch designated for that property, if such branch is available at a suitable location, any connection not made at the designated Y branch in the main sewer shall be made only as directed by the said inspector.
   (N)   The applicant for the building sewer permit shall notify the said inspector when the building sewer is ready for inspection and connection to the public sewer. Backfilling shall not be done until final inspection is made by the Sewer Inspector. The connection shall be made under the supervision of the said inspector or his or her representative.
   (O)   All building drains shall be cast iron soil pipe or plastic pipe and shall extend a minimum distance of five feet outside of the building foundation; provided, however, that this requirement shall not apply to trailer houses.
   (P)   No old cesspool or septic tank shall be connected to any portion of a building sewer that is also connected to the public sewer.
   (Q)   All excavation for building sewer installation shall be adequately guarded with barricades and lights so to protect the public from hazards. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the city.
