(A) No person shall discharge or cause to be discharged any storm water, surface water ground water, roof runoff, subsurface drainage, cooling water or unpolluted industrial process waters to any public sewer in violation of any state or federal law, regulation or permit.
(B) Storm water and all other unpolluted drainage shall be discharged to such sewers as are specifically designated as storm sewers, or to a natural outlet. Industrial cooling water or unpolluted process waters may be discharged to a storm sewer or a natural outlet.
(C) No person shall discharge, cause to be discharged or permit the discharge of any of the following into any public sewer:
(1) Any gasoline, benzene, naphtha, fuel oil or other flammable or explosive liquid, solid or gas;
(2) Any garbage that is not properly shredded garbage;
(3) Any ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, plastics, wood, tar, paunch manure or any other substance capable of causing obstruction in the flow of the public sewer or other interference with the proper operation of the municipal waste works;
(4) Any noxious or malodorous gas or substance capable of creating a public nuisance;
(5) Any sanitary sewage or industrial wastes which do not meet any national standards promulgated by the U.S. EPA, or any other federal institution;
(6) Any sanitary sewage or industrial wastes which do not meet any state standards promulgated by the Ohio EPA, or any other state institution; or
(7) Any sanitary sewage or industrial wastes which contain concentrations of the following enumerated materials, exceeding the following values:

(D) The discharge into the public sewers of any industrial wastes containing critical characteristics such as: excessive temperatures, oils, fats or grease; pH lower than 5.5 or higher than 9.5; or having other corrosive properties; toxic or poisonous ingredients; excessive suspended solids; cyanide, free acid or caustic alkaline solution; or any other constituent critical to municipal waste collection and treatment shall be subject to the review and approval. When preliminary treatment or control of such industrial wastes are necessary, suitable facilities shall be constructed according to plans approved by the village, or the village may prohibit the discharge of said industrial wastes into the public sewer.
(E) Industrial dischargers shall install, at their own expense, grease, oil and sand interceptors when such interceptors are necessary for the proper handling of liquid wastes containing grease or oil in excessive amounts, flammable wastes, sand and other harmful ingredients. All interceptors shall be of a type and capacity approved by the village and shall be located as to be readily and easily accessible for cleaning and inspection.
(F) Grease, oil and sand interceptors shall be constructed of impervious materials capable of withstanding abrupt and extreme changes in temperature. The interceptors shall be of substantial construction, watertight and equipped with easily removable covers which, when bolted in place, shall be gastight and watertight.
(G) Where installed, all grease, oil and sand interceptors shall be maintained by the industrial discharger, at its own expense, in continuously efficient operation at all times.
(H) The discharge into the public sewers of any waters or industrial wastes having objectionable constituents or characteristics in excess of standard strength sewage, as defined hereinafter, shall be subject to the review and approval. When necessary, industrial dischargers may be required to install a preliminary treatment system to control or remediate the objectionable characteristics or constituents. Such preliminary treatment system shall be constructed according to plans until such time as the preliminary treatment system is complete and fully operational, may prohibit the discharge of the industrial wastes into the public sewer.
(I) Where preliminary treatment facilities are provided for any waters or industrial wastes, they shall be maintained by the industrial discharger, at its own expense, in continuously efficient operation at all times.
(J) When required, an industrial discharger served by a public sewer shall install a suitable control manhole in the sewer prior to its connection with the public sewer to facilitate observation, sampling and measurement of the industrial wastes being discharged. Such manhole, when required, shall be accessibly and safely located, and shall be constructed in accordance with plans. The manhole shall be installed by the industrial discharger at its expense, and shall be maintained by it so as to be safe and accessible at all times.
(K) All measurements, tests and analysis of the characteristics of waters and industrial wastes to which reference is made herein shall be determined in accordance with the latest edition of Standard Methods for the Examination of Water and Wastewater, as published by the American Public Health Association upon suitable samples taken. Any samples required to be taken shall be taken from the sewer manhole or from the nearest downstream manhole in the public sewer to the point at which a sewer is connected.
(L) No statement contained in this chapter shall be construed to prevent any special agreement or arrangement between the village and any industrial discharger whereby industrial wastes of unusual strength or character may be accepted by the village for treatment, subject to payment therefore by the industrial discharger.
