(a) Unless otherwise provided and/or the context clearly requires, for all purposes under the Ohio Revised Code and these Codified Ordinances all documents or other submissions required to be filed shall be in paper form regardless of whether the document is to be filed with: the Fiscal Officer; the Assistant to the Fiscal Officer; the Mayor's Office Clerk and/or Clerk of Court; and/or, the Assistant Mayor's Office Clerk and/or Clerk of Court. The words "file" and "filing" shall mean an in-person delivery to the appropriate person duly vested with the authority to accept such documentation. Electronic submissions do not constitute a "filing."
(b) In all instances where a filing fee is required, no document will be considered filed until such fee is paid in full.
(c) This Section 123.03 does not apply to any filing required under Part Eleven of the Codified Ordinances, titled the Village Planning and Zoning Code.
