(A)
Every dwelling unit shall have heating facilities that are properly installed, maintained in safe and good working conditions and capable of heating all habitable rooms, bathrooms and water closet compartments. The heating systems shall be capable of heating these areas to a temperature of 65°F at a distance of three feet above the floor at an outside temperature of 0°F or a windchill factor equal thereto. If the heating systems are found by the Housing Inspector to be inadequate according to these standards, the owner shall make provisions to comply with this standard. The requirements to comply with this standard may include, but are not limited to:
(1) The repair, replacement and/or alteration of the heating systems;
(2) The installation of insulation with an R value as required by the State Building Code in all accessible floors, walls and ceilings; and (Note: ACCESSIBLE shall be defined, in reference to this section, to mean capable of being reached without removal of the building finish.)
(3) The installation of storm doors and windows.
(B) Where an approved heating system is not provided, each dwelling unit shall be provided with sufficient fireplaces, chimneys, flues or gas vents, in good working order, whereby heating units may be connected so as to furnish a minimum temperature of 65°F measured at a point three feet above the floor at an outside temperature of 0°F or a windchill factor equal thereto, and in a safe and proper working order.
