8-2-3: CIVIL AVIATION SECURITY:
   A.   Definitions:
STERILE AREA: That portion of the Boise Airport providing passengers access to boarding aircraft and to which the access generally is controlled by Transportation Security Administration (TSA) or other security screening personnel, by an aircraft operator under 49 USC 1544, or by local, State or Federal law enforcement through the screening of persons and property.
UNESCORTED ACCESS AUTHORITY: The authority granted by an airport operator under part 1542 of title 49, United States Code, to individuals to gain entry to, and be present without an escort in, secured areas and SIDA (security identification display areas) of the Boise Airport.
   B.   Search And Consent: Any person lacking unescorted access authority who enters or attempts to enter into any sterile area of the Boise Airport shall be presumed to have fully consented to a search of his or her person, clothing and belongings.
   C.   Entry Or Attempted Entry: No person lacking unescorted access authority or an authorized escort may enter or attempt to enter the sterile area of the Boise Airport without submitting to screening of his or her person and accessible property in accordance with the procedures being applied to control access to the sterile area, in accordance with the terms of Idaho Code section 18-7503.    D.   Interference: No person may interfere with, assault or threaten a Federal, City, air carrier or private security company employee who has passenger or baggage screening duties or other security duties within any airport facility operated by the City.
   E.   Penalty: Any violation of subsection B, C or D of this section shall be a misdemeanor, subject to penalty as provided in section 1-4-1 of this Code. (1952 Code § 12-17-03; amd. 2019 Code)
