Whenever special pedestrian control signals exhibiting a walking person, a flashing upraised hand or a steady upraised hand are in place, such signals shall indicate as follows:
A. Walking Person: Pedestrians facing such signals may proceed across the roadway in the direction of the signal, but shall yield the right-of-way to vehicles lawfully within the intersection at the time the signal is first shown.
B. Flashing Upraised Hand: Pedestrians facing such signals may not enter the roadway in the direction of the indication, but any pedestrian who has partially completed crossing at the time the signal displays shall proceed to a sidewalk or safety island.
C. Steady Upraised Hand: No pedestrian shall enter the roadway in the direction of such signal. (Ord. 32-13, 8-27-2013)
