104.2.1 Fire Department Plan Review. It is the intent of Council by passage of this section to adopt minimum standards of life and property safety by requiring that all commercial building plans be submitted to the Fire Department for review for compliance with the International Fire Code as adopted and amended. It is further the intent of the Council that to avoid confusion, any amendments, waivers, variances, or approved equivalents to sections of the International Building Code, or any other adopted code in the city, which are duplicated in the International Fire Code do not automatically constitute amendment, waiver, variance, or approved equivalent of the affected section of the Fire Code, unless the fire code official has specifically approved an amendment, waiver, variance, or an equivalent of the affected section of the Fire Code. In addition to those items specified elsewhere in this code, the Fire Department shall review and approve plans for the following before a building permit is issued:
1. All new commercial buildings;
2. All remodels in commercial buildings requiring modification to fire sprinklers or fire alarms;
3. Any change of occupancy classification of a building or any part thereof;
4. New residential occupancies of three (3) or more units;
5. Commercial parking lots;
6. Commercial grading or drainage.
