A. Techniques: Except as indicated in subsection B of this section, the user must collect wastewater samples using flow proportional composite collection techniques. The City may authorize the use of time proportional sampling or the appropriate minimum number of grab samples where the user demonstrates that this will provide a representative sample of the effluent being discharged. In addition, grab samples may be required to show compliance with instantaneous discharge limits.
B. Grab Samples: Unless otherwise prescribed by the City, samples for oil and grease, temperature, pH, cyanide, phenols, sulfides, and volatile organic compounds must be obtained using grab collection techniques. Except for temperature and pH, multiple grab samples collected during a twenty four (24) hour period may be composited prior to analysis.
C. Location Of Collection: Samples shall be collected immediately downstream from pretreatment facilities, if such exist, or immediately downstream from the regulated or manufacturing process if no pretreatment exists or as determined by the City and contained in the user's indirect discharge permit.
