§ 110.05 APPROVAL OF PERMIT.
   A special event permit shall be approved by the Mayor, or the person legally acting in the Mayor’s stead. Such approval shall be freely granted unless the Mayor, or the person legally acting in the Mayor’s stead, finds and states in writing, that the proposed event would create an unreasonable risk of harm to the safety, peace or good order of the village that is incapable of a practical solution. Such finding of an unreasonable risk must state one of the reasons listed in § 110.06. Should the Mayor, or the person legally acting in the Mayor’s stead make such a finding, the matter shall be referred immediately to the Council of the village which may, by a majority vote, uphold the finding, modify the finding, require additional matters be undertaken before approval or overrule the finding and grant the application forthwith. It is further provided that if the Mayor, or the person legally acting in the Mayor’s stead, fails to approve or deny the application within seven days of the application date, such a failure shall be deemed to be an approval by the Mayor.
