Except as provided in § 96.04, it shall be unlawful and hereby is declared a nuisance for any person to store, place or allow to remain used building materials, motor vehicles in an inoperative condition, motor vehicles unfit for further use, automobile parts, scrap metal, refuse or rubbish on any lot, lots, parts of lots or parcel of land within the corporate limits of the village.
