§ 93.12 OTHER PROHIBITED ACTS AS TO TREES.
   (A)   No person, other than recognized members of the Public Works Department, shall prune, remove, top, disfigure, mutilate or damage any public tree of the village without the express consent of the Tree Commission.
   (B)   No person shall attach or place any rope, wire, sign, poster, handbill or other thing to any public tree of the village without the express consent of the Tree Commission.
   (C)   No person shall place or discharge any gaseous, liquid or solid substance which is harmful to trees upon any public tree, its roots or its leaves of the village without the express consent of the Tree Commission.
   (D)   No person shall, after removing a public tree, fail to remove the stump of that tree to a level below the surface of the surrounding ground and backfill the area to an even grade.
   (E)   No person shall interfere, obstruct or delay the Tree Commission or its agents in the performance of its functions under this chapter.
