It shall be unlawful for any person having the legal care and custody of a child under the age of 17 years of age to allow or permit such child to go or be upon any public street, alley or public way or any establishment within the corporate limits of the city during the hours set forth in § 133.20 of this chapter, except for the exceptions therein outlined.
