Any person desiring to conduct a laundry in the city shall make application therefor to the City Clerk, which application shall state the name of the person owning and conducting such laundry and the location of the laundry and, upon the payment of the license fee, shall be granted a license, attested by the proper city authorities, authorizing the applicant to conduct a laundry at the place designated in the application.
