A certificate of inspection shall not be issued to or for any retail outlet until and unless each cleaning and dyeing establishment or cleaning plant for which it is a retail outlet has been issued a certificate of inspection. A revocation, suspension or expiration of the certificate of inspection of any cleaning and dyeing establishment or cleaning plant shall automatically act as a revocation, suspension or expiration respectively of the certificate of inspection of each retail outlet located within the city.
