Each certificate shall expire the April 30 next following the date on which the certificate is issued. Application for renewal shall be filed on or before the first Monday of the month during which it will expire. At the time of filing a renewal application, an inspection fee shall be paid to the City Clerk in the same amount as the application for the original certificate. Upon the filing of an application for renewal of a certificate and payment of the inspection fee, the application shall be investigated and the establishment, plant, outlet and persons employed therein shall be inspected and investigated. The procedure on application for renewal shall be in all things the same as the application for the original certificate and the determination thereof.
