The Chief of the Fire Department of the city shall have the right to enter any building or premises situated within the city and used or occupied by any cleaning and dyeing establishment, cleaning plant or retail outlet in order to examine same and to determine whether or not said building and premises, or any material, article or fabric dry cleaned, dyed, spotted or finished as received, used, kept, maintained or stored on the building or premises conforms to the Fire Prevention Code within the city.
