To promote and protect the public health of the city and to remove and prevent fire hazards, every cleaning and dyeing establishment, cleaning plant and retail outlet located within the city and every cleaning and dyeing establishment which is not located within the city, but has a retail outlet operating in the city shall be regularly inspected and shall obtain a certificate of inspection as hereinafter provided.
