(A) No person, firm or corporation shall own or operate any automatic laundry store in the city without first having obtained a license so to do.
(B) For the purposes of this subchapter, an AUTOMATIC LAUNDRY STORE is defined as any store, room or other enclosed place within any building where more than three automatic laundry machines or automatic clothes dryers or automatic combination laundry and clothes dryer machines, or any combination of such machines in excess of three, all controlled and operated by means of automatic coin metering devices, are located and open to use by the public.
