Any person desiring to engage in the business of selling ice at retail shall make application to the City Clerk. The application shall contain the name and residence of the applicant and other information desired by the City Clerk. Upon payment of the license fee, the City Clerk shall issue a license, attested by the proper city authorities, to sell ice at retail.
