Before any license shall be issued, the Commissioner of Health shall cause an inspection to be made to determine the character and fitness of the machine or machines from the standpoint of ensuring protection of the food from improper handling, dust, dirt, flies, vermin or other contamination. All articles of food provided by means of automatic food vending machines shall be clean, wholesome, free from taint, decay or infection and shall contain no poisonous, deleterious or other injurious ingredients in kind and quantities so as to render such articles injurious or detrimental to health. The Health Commissioner shall make periodic inspections of all such machines and the articles of food provided therefrom to assure compliance with all requirements of this subchapter and other applicable ordinances.
