No license fee shall be required for any vehicle used to deliver foodstuffs from any establishment which is licensed and inspected as a retail food establishment in the city, nor shall any license fee be required for any vehicle for which a peddler’s license has been issued by the city. However, all provisions of this subchapter, other than that providing for the payment of a fee, shall be complied with in regard to the vehicles.
