No cards, circulars, handbills, samples of merchandise or advertising matter shall be distributed within the limits of the city, except between the hours of 6:00 a.m. and 7:00 p.m. and they shall not be distributed in such manner as to litter any public street or sidewalk or any other public place in the city, nor shall they be distributed in such manner as to become a public nuisance. The distribution indiscriminately of any such cards, circulars, handbills, samples of merchandise or advertising matter by leaving the same at stores, offices, houses or residences in the city, shall be accomplished without undue molestation of the occupants of such stores, offices, houses or residences.
