Any person to whom a license may be issued hereunder on a yearly basis shall report in writing to the City Clerk as often as the circumstances may require, any change or changes in the personnel of the individual or individuals making the actual distribution of any such cards, circulars, handbills, samples of merchandise or advertising matter. No individuals of questionable character shall be permitted to act as such distributors.
