§ 114.066 APPLICATION FOR LICENSE.
   Any person desiring to distribute any such cards, circulars, handbills, samples of merchandise, or any other advertising matter whatsoever, or to cause the same to be distributed by one or more individuals as distributors, shall make application in writing to the City Clerk for a license so to do, which application shall set forth a general description of the cards, circulars, handbills, samples of merchandise or advertising matter which it is proposed to distribute and the name of the applicant and the name or names of the individual or individuals who are to make the actual distribution of such cards, circulars, handbills, samples of merchandise or advertising matter. No license shall be issued to any but a person of good character. The Chief of Police of the city shall make or cause to be made an investigation into the character of each applicant as well as the character of each individual who is to be engaged in the actual distribution of such cards, circulars, handbills, samples of merchandise or advertising matter and shall report the results thereof to the City Clerk before any such license shall be issued.
