(A) The fees to be charged for permits for the erection of billboards, signboards or signs shall be as follows:
(1) First 25 lineal feet or fraction thereof: $10;
(2) All signs over 25 feet in length and under 50 feet in length: $15;
(3) All signs over 50 feet in length and under 75 feet in length: $20; and
(4) All signs 75 feet in length and under 100 feet in length: $25.
(B) These fees shall be paid to the City Clerk at the time application is made for the permit, and there shall also be charged an annual inspection fee of $1 for each 25 lineal feet or fraction thereof, for each and every billboard, signboard or sign erected.
(C) The fee to be paid by the person, firm or corporation who shall own, be in possession of, or control any such billboard, signboard or sign.
