No billboard or signboard having a surface area of more than 25 square feet shall be reconstructed or materially altered without a permit from the Building Inspector; provided, however, that, this provision shall not apply to the changing of any advertising matter of any billboard or signboard or the refacing or changing of the painted panel on such billboard or signboard.
