(a) Issuance of License. The Assistant City Manager or in his absence, the Chief of Police, shall, except as otherwise provided here, issue a certificate of registration and license to each applicant unless it is determined by the Assistant City Manager or in his absence, the Chief of Police:
(1) The applicant has not supplied all requested information.
(2) That the applicant has misrepresented his identity or intention or made a false, misleading or deceptive statement in providing the information required under Section 707.03.
(3) That the applicant has previously violated any provision of this chapter.
(4) Evidence exists that indicates granting a license would create a threat to the public peace, health, safety and welfare of the City.
(b) Transfer. The certificate of registration and license issued hereunder shall not be transferred or assigned or used by any person other than the person to whom issued.
