707.03 APPLICATION FOR CERTIFICATE; EXEMPTIONS; INVESTIGATION.
   (a)   Each applicant for a certificate of registration and license shall, not less than forty- eight hours prior to commencement of solicitation furnish the Police Department with the following information on forms provided by the City.
      (1)   Name, age, physical description of applicant, and social security number.
      (2)   Complete permanent and local address of applicant.
      (3)   Name and address of the person, firm, corporation or association for whom the solicitation is presently being made.
      (4)   A description of the nature of the business and the goods, services or wares to be sold or sufficient description to identify the subject matter of the transient business in which the applicant will engage.
      (5)   The name of any municipality in which the applicant has conducted soliciting activities during the past thirty (30) days.
      (6)   Whether the applicant has complied with the requirements of Ohio R.C. Chapter 1716 pertaining to charitable solicitations if applicable.
      (7)   Whether the applicant has ever been denied a license or permit for a transient business or had such license or permit revoked, including the time and place of such denial or revocation.
      (8)   The proposed dates and times the transient business will operate.
      (9)   A statement as to whether or not the applicant or any agent of the applicant who will be canvassing, soliciting, or peddling within the community, has been convicted of any crime, misdemeanor, or a violation of any municipal ordinance similar to this ordinance, the nature of the offense and the punishment or penalty assessed therefore.
   (b)   Upon receipt of the completed application by the Chief of Police, the Chief of Police shall cause an investigation of the applicant’s, or applicant’s agents, business and moral character to be made as the Chief may deem necessary for the protection of the public good. If the Chief of Police’s review of the application determines that any applicant or agent of the applicant has been convicted of a crime of moral turpitude; any crime of violence which may present a danger to the public; any sex offense crime or drug offense, the application or the right of any agent of the applicant to solicit or canvass in the community may be denied. If such application is denied, the Chief of Police shall endorse such denial upon the application and state the reasons for the same and return the application to the applicant with a copy to the Assistant City Manager.
