The provisions of this Division N are declared to be separate and severable. If any section, subsection, sentence, clause or phrase of this Division N or the application thereof to any person or circumstance, is held to be invalid, such decision shall not affect the validity of the remaining portions of this Division N, or the validity of its application to other persons or circumstances. The City Council hereby declares that it would have adopted the Division N and each section, subsection, sentence, clause or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared invalid.
