A permit shall not be required for the following:
(1) Helicopter landings and takeoffs occurring at a heliport authorized under the City Zoning Code;
(2)

(3) Landings or takeoffs of an
of a governmental agency operating in its official capacity; or
(4) Landings or takeoffs which the city is pre-empted from regulating.
