§ 12.28 FINDINGS.
   The City Council makes the following findings regarding the need to enact a curfew in the city.
   (a)   Increased criminal activity, gang activity and violence in the Twin Cities Metropolitan Area in recent years has taxed local law enforcement services and jeopardized the public safety.
   (b)   Increased rates of victimization in the Twin Cities Metropolitan Area in recent years has endangered the emotional and physical well-being and safety of .
   (c)   Because of their lack of maturity and experience, are particularly susceptible to participation in unlawful and gang-related activities.
   (d)    are particularly vulnerable at night time hours to become victims of crime due to their inability to make critical decisions in a mature and experienced manner.
   (e)   A curfew seeks to minimize the dangers to which are subject when they are upon the streets and in and unattended and unsupervised by adults at night time hours.
   (f)   A curfew seeks to regulate activities carried out at night time hours upon the streets and in and where the risk of danger to can be the greatest.
   (g)   A curfew seeks to encourage and of to supervise, control and know the whereabouts of their children during high-risk night time hours.
   (h)   A curfew seeks to reduce criminal activities and gang activities during night time hours when local law enforcement services are already taxed.
   (i)   A curfew seeks to diminish the undesirable impact unlawful conduct has on a community.
