Sewer service shall be discontinued when it is determined that a sum equal to the portion of the cost of constructing the sewer system attributable to the parcel or property as determined by assessment proceedings or pursuant to the provisions of § 11.27 (b) of this chapter has not been paid or is not in the process of being paid in regular installments.
