When any
is found parked in violation of this Division A, the appropriate
shall take its license plate number and any other information displayed on the vehicle that may identify its user and shall conspicuously affix to such vehicle a notice in writing on a form provided by the city requiring the driver to answer the charge against him or her within such time during the hours and at the place specified in the notice. The
shall send one copy of such notice to the Traffic Division of the Police Department and one copy to the County District Court Traffic Violations Bureau.
