The purpose of this Division D is to provide reasonable regulations for the use of

and certain other vehicles, other than
, regulated by state law on public and private property in the city. This Division D is not intended to allow what the Minnesota Statutes prohibit nor to prohibit what the Minnesota Statutes expressly allow. It is intended to protect public safety and to prevent the use of these vehicles in a manner that constitutes a public nuisance.
