§ 7.02 DEFINITIONS.
   The following words and terms, when used in this Article I, shall have the following meanings, unless the context clearly indicates otherwise.
   DISASTER. A situation which creates an immediate and serious impairment to the health and safety of any person or a situation which has resulted, or is likely to result, in catastrophic loss to property and for which traditional sources of relief and assistance within the affected area are unable to repair or prevent the injury or loss.
   EMERGENCY. An emergency declared by the Governor under M.S. Ch. 12 or an unforeseen combination of circumstances which calls for immediate action to prevent a from developing or occurring.
   EMERGENCY MANAGEMENT. The preparation for and the carrying out of all functions, other than functions for which military forces are primarily responsible, to provide a comprehensive effort for mitigation, preparedness, response and recovery, to prevent, minimize and repair injury and damage resulting from destruction caused by . These functions include, without limitation, firefighting services; police services; medical and health services; rescue; public works; public alert and warning services; communications; radiological, chemical and other hazardous materials response; evacuation of persons from stricken areas; transportation; existing or properly assigned functions of plant protection; temporary restoration of public utility services; and other functions related to civilian protection, together with all other activities necessary or incidental to preparation for and carrying out of the foregoing functions.
   EMERGENCY MANAGEMENT STAFFING. Any personnel employed by the city and any other volunteer or paid member of the local agency engaged in carrying on functions in accordance with the provisions of this Article I or any rule or order thereunder.
