All work done under a permit issued in compliance with this Article I shall be under the direction and supervision of the City Engineer, who is hereby authorized to make the necessary rules, regulations and specifications with respect to materials for and method of construction of such
. A permit issued under the provisions of this Article I may be revoked by the City Engineer at any time he or she is satisfied that the work is being performed according to the provisions hereof.
