In connection with the first appointments to the board, one member shall be designated to serve until April 30, 1973; another member shall be designated to serve until April 30, 1974; and the third member shall be designated to serve until April 30, 1975. With the exception of the initial appointments to the board, all reappointments or subsequent appointments shall be for a three (3) year term. Vacancies on the board shall be filled in the manner provided herein, and appointments to such vacancy shall be effective until the end of the term applicable to the Commissioner being replaced.
