No connection to the waterworks and sewerage system, or any part thereof, shall be made for service to any dwelling unit, building, structure, or premises in which the plumbing does not comply with the ordinances of the Village; provided, that water may be turned on for construction work in unfinished buildings, subject to the provisions of this chapter and all other applicable ordinances and regulations of the Village concerning water and sewer services.
