9-1-1: APPLICATION FOR SERVICE; APPROVAL AND CONNECTION:
   A.   Application For Service: No water from the Village water supply shall be turned on for service, nor shall any dwelling unit, building, structure, or premises be connected to any sanitary sewer until the owner or occupant of such dwelling unit, building, structure, or premises has filed an application therefor with the Village Finance Director- Treasurer or his designee, and has paid all connection fees and meter fees required by this chapter. The application shall be made on the form provided by the Village Finance Director- Treasurer or a designee or by such other means acceptable to the Village. By making application to the Village for the right to connect to and use the water and sewer facilities of the Village, the applicant agrees to abide by the provisions of this chapter and all other applicable ordinances and regulations of the Village relating to the Village water and sewage disposal service.
   B.   Application Fee: In addition to other fees included herein to be paid by an applicant to the Village at the time of filing an application for the right to connect to and use the water or sewer facilities of the Village, such applicant shall be assessed an application fee of ten dollars ($10.00), which fee shall be used to defray the costs of handling the application for connection and for turning on such services. Said application fee will be assessed and added to the applicant's utility account. (Ord. 2011-19, 5-23-2011)
   C.   Security Deposit: Each application for connection to the Village water or sewer system shall be assessed a security deposit in the sum of one hundred dollars ($100.00), which deposit shall be held in the Village Treasury as security for the payment of all future charges made and assessed to the applicant by the Village for use of the water or sewer facilities of the Village. Said security deposit will be assessed and added to the applicant's utility account. A security deposit is required for each utility account established on the books and records of the Village or, in the case of a multi-dwelling unit building, for each dwelling unit serviced by a single water meter. The security deposit will be refunded to the applicant, without interest, upon the termination of service to the applicant's dwelling unit, building, structure or premises; provided, that all fees and charges due and owing the Village for water or sewer service have been paid in full to the Village. If any fees or charges are unpaid and are outstanding at the time of such termination, then the deposit shall be forfeited to the Village, at its option, in partial satisfaction of the applicant's unpaid account.    D.   Connection To System: Upon receipt of notification from the Finance Director-Treasurer or a designee that the application provided for in this section has been approved, and that all connection and meter fees have been paid, the Building Commissioner or a designee shall connect the affected dwelling unit, building, structure, or premises to the waterworks and sewerage system, or to the appropriate part thereof.
