No person, firm or corporation shall obstruct, interfere with or in any way alter any storm ditch in the village of Bloomingdale without first securing a permit as required herein. Application for such permit shall be made in writing to the village clerk on forms to be supplied by the village, a copy of which is attached to the ordinance codified herein, marked as exhibit A, and by reference is made a part hereof.
