6-3-4: OUTSIDE RINGER AND AUTOMATIC PROTECTION SYSTEMS:
   A.   Permit Required: Every user of an outside ringer or an automatic protection device may obtain, at no cost, an alarm user permit for such alarm systems from the chief of police.
   B.   Application For Permit:
      1.   The alarm user shall state on a permit application form, to be prepared by the chief of police, his name, the address of the residence or business or businesses in or upon which the outside ringer or automatic protection device has been or will be installed, his telephone number, the alarm business or businesses selling, installing, monitoring, inspecting, responding to and/or maintaining the alarm system, and the name, address and telephone number of at least two (2) other persons who can be reached at any time, day or night, and who are authorized to respond to an alarm signal and who can enter the premises in which the system is installed.
      2.   If the applicant is a partnership or corporation, such application form must so state and recite the names and addresses of the partners or of the principal officers, and if a corporation, specify the state where incorporated.
      3.   Such application form shall recite that the applicant releases the village, its officers, employees, and agents, of any liability arising from the use of the alarm system.
   C.   Requirements For Outside Ringers:
      1.   No person shall allow or cause to exist an outside ringer which emits an audible sound in any manner similar to emergency vehicles of the village. In addition, said sound shall also be distinguishable from any and all village alert systems disseminated in an audible manner.
      2.   All outside ringers shall be equipped with an automatic shutoff which will deactivate the alarm within fifteen (15) minutes of the initial alarm. The person owning or operating an outside ringer shall have one year from the effective date hereof to provide such automatic shutoff. Failure to provide such shutoff shall result in an order to disconnect the ringer by the village.
      3.   In addition to any other remedies provided by ordinance, the chief of police, or his representative, whenever he shall have knowledge of the misuse or improper maintenance of an outside ringer, may order the removal and/or deactivation of the system.
   D.   Right Of Inspection: The chief of police shall have the right to inspect, at reasonable times, any outside ringer or automatic protection device on the premises where it is used to determine whether it is being used in conformity with the terms of the permit and provisions of this chapter.
   E.   Revocation Of Permit: If the chief of police determines that the automatic protection device or outside ringer has been installed, maintained or operated in violation of the provisions of this chapter or of any term or condition of said permit, then, after giving written notice to the permit holder and after allowing an adequate opportunity for the permit holder to effect compliance, he may:
      1.   Order the deactivation of any automatic protection device or outside ringer; or
      2.   Suspend any permit issued pursuant to the provisions of this chapter. (Ord. 83-2, 1-24-1983)
