There is hereby created an office within the village, the office of administrative hearings ("office"), supervised by the village administrator, but receiving legal guidance and instruction from the village attorney, to oversee, manage, direct and operate a system of administrative adjudication of charges of code violations for the Village of Bloomingdale. The system will authorize an administrative hearing officer to conduct adjudicatory hearings of cases instituted by village departments. Hearing officers authorized under this section shall be officers within the meaning of this code and shall be appointed by the village president, with advice and consent of the board of trustees for a one-year term beginning May 1 and until his successor is appointed and qualified.
