All required application fees shall be paid to the village clerk at the time the application is filed, and shall be forthwith turned over to the village finance director- treasurer. In the event the license applied for is denied, any license fee paid shall be returned to the applicant; if the license is granted, then the license fee shall be deposited in the general corporate fund or in such other fund as shall have been designated by the president and board of trustees by proper action. There shall be no refund of fees paid for any license that is used for less than the one year period. Initial license fees shall be prorated on a quarterly basis.
