4-2-3: LOCAL LIQUOR CONTROL COMMISSIONER:
   A.   Village President Serve As: The village president is hereby designated as local liquor control commissioner of the village and is charged with the administration of the applicable provisions of the Illinois liquor control act 1 , and the provisions of this chapter, as well as such other ordinances and resolutions relating to alcoholic liquor as may be enacted from time to time by the village.
   B.   Powers And Duties:
      1.   As local liquor control commissioner, the village president may appoint a person or persons, or any committee or other agency, to assist in the exercise of powers and the performance of the duties as provided by law for local liquor control commissioners.
      2.   The Local Liquor Control Commissioner shall have the following powers and duties with respect to local liquor licenses, in addition to any other powers and duties established by law:
         a.   To grant and/or suspend for not more than thirty (30) days or to revoke for cause all local licenses issued to persons or entities for premises within the Village.
         b.   To receive complaint(s) from any citizen within the Village that any provision of State law or of this chapter has been or is being violated and to act upon such complaint(s) in the manner provided by law.
         c.   To receive local license fees and deposit same to the credit of the Village.
         d.   To examine, or cause to be examined, under oath, any applicant for a local license or for a renewal thereof, or any licensee upon whom a citation proceeding has been instituted by the State of Illinois Liquor Control Commission; to examine, or cause to be examined, the books and records of any such applicant or licensee and to hear testimony and take evidence for his information in the performance of his duties, and for such purposes, to issue subpoenas which shall be effective in any part of this State. For the purpose of obtaining any of the information desired by the Local Liquor Control Commissioner under this subsection, he may authorize his agent to act on his behalf.
         e.   To order, by issuance of a written order, any licensed premises closed for not more than seven (7) days, giving the licensee an opportunity to be heard during that period, if the Local Liquor Control Commissioner has reason to believe that any continued operation of a particular licensed premises will immediately threaten the welfare of the Village, except if such licensee shall also be engaged in the conduct of another business or businesses on the licensed premises, such order shall not be applicable to such other business or businesses.    C.   Qualified Appointee: The Village President at his/her discretion may appoint a qualified individual to serve in his/her place as the Liquor Control Commissioner with advice and consent of the Board of Trustees, pursuant to the following:
      1.   The appointment shall be for a one-year period,
      2.   The appointee shall be an attorney with an active license to practice law in the State of Illinois,
      3.   The appointee shall not legally represent liquor license applicants or holders before the Village of Bloomingdale or before an adjacent jurisdiction,
      4.   The appointee shall not have an interest in the manufacture, sale, or distribution of alcoholic liquor, and
      5.   The appointee shall not be appointed to a term to exceed the term of the Village President.
   D.   Compensation: The Village President or Qualified Appointee serving in his/her place as the Liquor Control Commissioner shall receive the following compensation:
