1-6-1: VILLAGE BOARD OF TRUSTEES:
   A.   Function: The village shall be governed by the village board.
   B.   Composition: The village board shall consist of a village president and six (6) trustees.
   C.   Voting Rights:
      1.   Trustees: Each trustee of the board shall have the right to vote on all questions coming before the board unless he is directly interested therein.
      2.   President: The president shall preside at all meetings of the board and shall not vote except in case of a tie or unless it is necessary for a majority or statutory approval or on a matter which he is given statutory authority to vote.
   D.   Powers:
      1.   Improvements: The board shall, in addition to all powers and duties already conferred thereon, make all orders for doing the work or the making of any improvements within the village.
      2.   Revenue And Expense: The board shall levy all taxes, apportion and appropriate all funds and audit and allow all bills, accounts, claims and payrolls and order the payment thereof.
      3.   Contracts: The board shall make or authorize the making of all contracts with the village, the same to be made either by ordinance or resolution adopted by the board. (Ord. 80-3, 1-22-1980)
      4.   Authority Over Committees, Department Directors And Supervisors: All committees, department directors and supervisors are subject to the authority of the board of trustees. Their acts and decisions are subject to review, reconsideration, and final approval by the board. Such department directors and supervisors may be required, at the discretion of the board, to make such report in writing concerning the affairs of their function or assignment as the board may deem necessary.       5.   Removal Of Officers: Any appointive officer shall be subject to removal by the board of trustees at any time, and all appointments shall be made upon such condition, and when so removed, the salary of such person shall cease. All suspended appointees shall have the right to appeal to the village board of trustees from the suspension decrees of the president or other officer. The action of the board of trustees shall be final.
      6.   Rules And Order Of Business: The board shall adopt rules governing its order of business and prescribing the manner in which legislation shall be considered, which rules and order of business shall not be inconsistent with law and the ordinances of the village.
      7.   Creation, Discontinuance Of Offices: The board shall have the power, by ordinance, from time to time, to create, fill and discontinue offices and employment, and to add, assign or transfer to any officer or employee new duties from time to time.
      8.   Changes In Compensation: The village board may, by ordinance, prescribe, limit or change the compensation of all officers and employees. (Ord. 80-3, 1-22-1980)
