Any person, firm or corporation violating the terms and provisions of this chapter, or operating a business within the village for which a business license is required by this chapter, shall be liable for a penalty in the amount of one hundred percent (100%) of any unpaid license fee and, in addition, shall be punishable as provided in section 1-4-1 of this code.
